Consortiums européens de l'enseignement supérieur breton : création de valeur et dynamique territoriale

The Erasmus+ 2014-2020 program offers the possibility for higher education institutions to work as a consortium to pilot mobility projects under the Key Action 1: Learning Mobility of Individuals. In Brittany, two consortia were formed in 2015 to pool resources and optimize the mobility of students and staff. This Master thesis studies both consortia and seeks to highlight the enrichment of the institutions, the territorial dynamism of the consortia, and the sustainability of the activities organized with project management skills specific to consortia management. The analysis presents a set of contexts favourable to the development of higher education consortia on the Breton territory determining the extent of the pooling work to be coordinated to achieve the desired impacts. The creation of shared tools, continuous evaluation plans and impact measurers by the steering committees help attract new institutions unfamiliar with the administrative management of Erasmus+ projects. The Europhile nature of the Breton regional authorities also encourages the openness of Breton educational institutions to European mobility to develop the higher education studies of their students.

Po stručném přehledu historie podpory pořizování elektronických informačních zdrojů, jeho výhodách a úskalích, se přednáška soustředí na principy návrhu nového uspořádání. Měla by poskytnout dostatečné podklady pro následující diskusi o tom, jak zajistit zřízení národního licenčního centra a na jakých principech založit jeho právní, ekonomické, technické a personální zabezpečení. Cílem diskuse je dosáhnout rámcové shody, jak dále postoupit zejména v otázkách právního a organizačního uspořádání.

E-sources do not fall from the sky

The paper describes the current coverage of Czech research, development and education with electronic information resources (EIZ). In comparison with foreign experience with financing of these costly albeit for knowledge advancement of science and research absolutely necessary and fundamental tools, the Czech Republic has chosen the way of grant competitions. After ten-year existence of grant programs supporting access to electronic resources, it is clear how system and conceptual solution as well as assessment of appropriate consortial model for the Czech Republic are in principle lacking in this field.
